News in Brief:
—Governor Uba Sani has signed three new laws in Kaduna State, including the KADFund Law, to support farmers, agribusinesses and the wider agricultural value chain.
—The laws will also improve electricity regulation and climate governance to strengthen food security, attract investment and boost rural livelihoods.
Governor Uba Sani of Kaduna State has signed three landmark laws to strengthen agriculture, expand electricity access and deepen climate resilience across the state.
The laws include the Kaduna State Agricultural Development Fund (KADFund) Law, 2025, the Kaduna State Electricity Law, 2026, and the Kaduna State Climate Change Advisory Board Law, 2026.
According to a statement issued by the Commissioner for Information and Culture, Malam Ahmed Maiyaki, the laws provide a comprehensive framework for expanding energy access, boosting agricultural productivity and strengthening climate governance in Kaduna.
The statement said the reforms are designed to accelerate economic growth, attract investment and improve livelihoods through stronger institutions and better-targeted public policies.
The Deputy Chief of Staff on Legal and Legislative Matters to the governor, Dr Mustapha Musa, quoted in the statement, described the three laws as a transformative governance package. The laws, he said, would expand energy access, accelerate agricultural growth, strengthen climate resilience, and drive sustainable economic development through strong institutions.
Agriculture Financing and Climate Resilience
The KADFund Law, 2025, creates a dedicated financing mechanism for farmers, cooperatives, agribusinesses and other actors across the agricultural value chain.
The fund will provide grants, soft loans, technical assistance and investments in critical infrastructure to improve food security and raise agricultural productivity, according to the state government. Smallholder farmers, who often struggle with high input costs, weak access to credit and limited infrastructure, can benefit from this initiative.
The Kaduna State Climate Change Advisory Board Law, 2026, on the other hand, establishes a framework for climate action and environmental sustainability in the state.
According to the state government, it will also support climate finance mobilisation and help integrate climate considerations into development planning.
Electricity Regulation
Under the newly signed Kaduna State Electricity Law, 2026, the state will establish the Kaduna State Electricity Regulatory Commission to oversee electricity generation, transmission, distribution and supply within Kaduna.
The law is also expected to create opportunities for private-sector participation, renewable energy development and better access to reliable electricity for households, businesses and industries.
Maiyaki said the three laws reflect the administration’s commitment to building resilient institutions that can attract investment, expand opportunities and deliver lasting benefits to the people of Kaduna State.
He added that the reforms are meant to position Kaduna as a model for innovation, sustainable development and effective subnational governance in Nigeria.
