Livestock Ministry Trains Officers on Financial Governance

News in brief:

-Nigeria's livestock ministry is deepening financial governance through targeted training on budgeting, auditing and public fund management.

-The programme reinforces transparency and accountability across government financial platforms and processes.

The Federal Ministry of Livestock Development (FMLD), in collaboration with the Office of the Accountant General of the Federation, has organised a capacity-building programme aimed at strengthening financial governance, accountability and professionalism in the management of public funds.

This initiative forms part of an ongoing series of reforms designed to enhance operational efficiency and competence across the Ministry’s financial and administrative functions.

The five-day training programme, themed Enhancing Financial Governance for Operational Efficiency: Roles and Responsibilities, ended on January 30, 2026.

According to the Ministry, the programme targets key officers responsible for financial oversight, budgeting, auditing and accounting, with a focus on clarifying roles and improving compliance with public financial management standards.

Ministry Expands Training on Financial Systems and Records

Over the past two weeks, the Ministry has also conducted a four-day training for treasury officers on proper record-keeping of financial statements, with emphasis on the identification, recording and presentation of non-current assets.

In addition, a three-day in-house workshop was organised on the operational procedures of key government digital payment platforms, including the Government Integrated Financial Management Information System, Remita and TaxPromax.

These initiatives, the Ministry said, underscore its commitment to transparency, accountability and efficient financial management.

Audit Head Urges Active Participation

Delivering brief remarks, the Head of Audit, Okara Godwin, said participants play critical roles within Federal Government financial management and payment platforms, including budgeting, auditing and accounting.

He explained that the training is designed to strengthen participants’ skills, improve performance and serve as a refresher on core financial management principles acquired over the years.

Okara urged participants to engage actively in the sessions and assured them that the resource persons are seasoned professionals with extensive experience in public financial governance.

He also commended the Permanent Secretary of the Ministry, Dr Chinyere Ijeoma Akujobi, for her support and commitment to the successful organisation of the programme.

Budget Framework and Cash Planning Explained

In a presentation titled Understanding the Concept of Fiscal Budget Frameworks and Bottom-Up Cash Planning, a resource person from the Office of the Accountant General of the Federation, Paul Oyetoki, explained that the budgeting cycle comprises formulation, approval, implementation, and monitoring and evaluation.

He noted that the Federal Government budget consists of statutory transfers, debt service, recurrent expenditure and capital expenditure.

According to him, fully funded Ministries, Departments and Agencies receive personnel, overhead and capital allocations, while partially funded MDAs receive fewer than the three components.

Participants at the training were drawn from several departments, including Audit, Finance and Accounts, General Services, and Budget and Procurement.

The Ministry stated that the programme is expected to strengthen institutional capacity and improve compliance with financial governance standards across its operations.
